the first three layers state the doctrine. this one makes it a formal system. the Sovereyn Spiral, written in the language any engineer recognizes—built, not written. what separates a movement from a methodology is whether it can be tested. this can.

coherence field equation

where \(\delta_{\text{said}}\) = stated operational intent and \(\delta_{\text{done}}\) = executed operational reality.

\(\Psi = 1\) at perfect integrity (said = done).   \(\Psi \to 0\) as the gap between stated and executed widens.

workability is a direct function of \(\Psi\). no patch, no pivot, no rebranding recovers a system where \(\Psi\) has collapsed. structural intervention is the only repair.

capacity emergence function
